On March 16, 2021, the Tracy City Council adopted multi-year and short-term Strategic Priorities which outline organizational goals and objectives to be accomplished in 2021-2023. The four (4) strategic priority areas include:
Background:
Every two years, the City Council establishes a set of Strategic Priorities to set the vision and goals for Tracy's future. In 2021, the City of Tracy held three Council workshops on January 5, 12, and 14, led by consulting firm Management Partners, to discuss the topics of Governance, Fiscal Sustainability, and Strategic Priorities.
On January 5, Management Partners facilitated the first of the three workshops with the City Council. The workshop focused on teambuilding, developing Council norms, and governance roles.
On January 12, the second of the three workshops was held with a focus on the City’s financial forecast, budget principles, and short and long-term budget strategies.
On January 14, the final Council workshop was held and covered prior year accomplishments, and the Council established short and long-term Strategic Priorities for Fiscal Years 2021-2023.
The priority-setting discussion was grounded on the idea that it is important to keep the long-term view in focus while establishing what can be reasonably accomplished in the short-term.
Short-term priorities are defined as:
- Initiatives that are expected to be completed within the next 12-18 months and have been identified as a top priority.
Multi-year priorities are defined as:
- Major initiative that will require ongoing attention and action but that are not likely to be complete with 12-18 months.

These four strategic priorities reflect the community’s desire to have a fiscally responsible and efficiently-operated City organization that in turn, promotes an outstanding quality of life. Additionally, a number of economic development efforts have been the focus of several years, with job creation being at the forefront. This continues to be a priority for the City, including ensuring a positive working relationship with the business community so that the City’s business attraction efforts results in bringing in targeted industries and retailers. As with any City, having a safe community is very important to its residents and public safety continues to be at the forefront.
