Eleassia Davis was elected to the Tracy City Council in November 2020 and appointed as Mayor Pro Tempore by the Council in 2022. Davis, an active member of the Tracy community, is a small-business owner and community advocate and has resided in Tracy for nearly two decades. She and her husband are the proud parents of four great kids who grew up in Tracy. Davis attended and graduated from Merritt and San Joaquin Delta Community Colleges, where she earned certificates and degrees in Child Development and Social and Behavioral Sciences, respectively, and continues her studies in Law and Public Policy.

Over the years, Davis proudly served many children and families of Tracy as an early childhood director and educator specializing in Early Intervention and Children With Special Needs. She served as an advocate and supporter of early childhood professionals by becoming an active member of the San Joaquin County Family Child Care Association. Davis served for several years in various capacities, including Vice-President and President of the Board. In 2018 Davis retired from the field of early education.

In 2015, Davis applied for an appointment to an open Council seat which resulted in the Council opting to appoint a different applicant. However, Davis’s speech and responses to the Council's inquiries garnered tremendous attention and praise from the Council, residents, and community leaders. In addition to her role as a neighborhood watch block captain and member of the National Night Out Planning Team, many encouraged Davis to get involved in local government. She began serving on local boards and committees. In 2015, Mayor Michael Maciel and the council appointed Davis to the Measure E Citizen's Advisory Committee, where Davis served as Vice-Chair, reviewing the City's budget for accuracy and transparency related to the 1/2 cent tax approved by voters.

In 2016, former Tracy Chief of Police Larry Esquivel asked Davis to serve on his newly established Chief's Citizen Advisory Board (CAB) as a citizen liaison between the department and the community. Davis was honored to serve then and is honored to continue serving under the leadership of Chief Millington.

In 2017, Davis was appointed by Mayor Robert Rickman and the Council to serve on the Measure V Citizen's Advisory Committee, where Davis served as Vice-Chair, again, tasked with reviewing the City's budget for accuracy and transparency related to the 1/2 cent tax approved by voters. Also in 2017, Davis, as a member of Tracy Community Advocates, was part of the core group that led the grassroots effort to help support Mayor Rickman and Tracy Fire Department save lives by advocating for changes to San Joaquin County's EMS policy. This change allowed Tracy Fire Department to respond to all emergency calls within the City of Tracy. Tracy's plight to gain local control over local emergency response made national headlines and was the catalyst for change to California State Law. In October 2019, Governor Gavin Newsom signed a new law mandating that cities and their fire departments (not privately-held companies) maintain local control over the emergency response.

In 2018, Mayor Rickman appointed Davis as Tracy's representative for the San Joaquin Council of Governments Citizen Advisory Committee. In 2019 he appointed her to San Joaquin Valley Air Pollution Control District as an alternate. These positions have allowed Davis to advocate for road and highway improvements and solutions to traffic congestion, including support of the Valley Link, bike lanes, walking trails, clean air vehicles, electric vehicle charging stations, and more. In 2018 Davis was nominated by former Council Member Veronica Vargas to serve on the San Joaquin County Grand Jury, where she was selected as an alternate jurist.

Davis is a founding member of the Women's Small Business Network of San Joaquin, supporting women in business, leadership, education, and advocacy. She is a past board member of Tracy Women's Forum and is a current member of GFWC Tracy Woman's Club, Loyal Order of Moose, and Tracy Elks Lodge.

Davis considers herself a Constitutionalist who believes in the tenets upon which our country was founded. She believes that public service should be selfless and only entered into as a means to meet the needs of those being served. She believes that good policy will always respect and protect the people's will and rights under our state and federal constitutions. An Army veteran, Davis strongly supports our nation and the local military and veteran community. She is a staunch supporter of public safety; economic revitalization; and smart growth that focuses on investing in infrastructure, critical resources, and the small business community, which helps to drive Tracy’s local economy. Davis believes in being transparent, fair, and honest.  She is committed to serving the best interest of all Tracy residents without regard to race, color, religion, gender, sexual orientation, national origin, disability, political preference, or any other status.

In December 2022, Davis was appointed by the Council to serve as Mayor Pro Tempore for the City of Tracy. Davis is honored to serve. In her role, she strives to be accessible, engaged, effective, and supportive of the community, Mayor and Council.

When Davis is not working or volunteering, she enjoys spending time with family and friends. Davis is also a writer, poet, and social media influencer.  Davis enjoys the arts and is a huge fan of music, dancing, and stand-up comedy.
