An open space, passive recreation area (also known as a nature park) was first conceptualized in 2010 via the Holly Sugar Sports Park Environmental Impact Report (EIR). The EIR identified the need for a passive recreation area to serve as a buffer between the Larch Clover residential area to the south and at that time, the new active recreation area now known as the Legacy Fields Sports Complex to the north. A few years later, the 2013 Parks Master Plan also identified that new passive recreation areas were needed within the park system.  From that point, the City has explored various opportunities to locate, develop and construct this type of recreational amenity within the City. The Nature Park Master Plan was approved by City Council in February 2021 (Resolution 2021-012).
