Effective January 1, 2026, the 2025 California Building Codes will go into effect. All new submittals received as of January 1, 2026, will be required to meet the 2025 California Code

If you are wanting to convert your garage or build a new Accessory Dwelling Unit (ADU), please start by contacting the Planning Division at (209) 831-6400 or email planningadmin@cityoftracy.org to verify your property allows for an ADU.

  • Contact the Electric Service provider to determine their utility connection requirements. 

ADU PERMIT AND PLAN REVIEW PROCESS

  • Other things to expect: 
    • An email from plancheck@cityoftracy.org within 1-2 business days identifying any errors with the submittal or requesting that ONLY the Plan Check Fee to be paid along with directions on how to do so. 
    • The first submittal has a review period of 20-business days. This does not include weekends, holidays, or closed Fridays. 
    • The applicant will then receive an email with corrections from the Plans Examiner reviewing the project or an email from plancheck@cityoftracy.org stating the plans are approved and provide the next step in the process.
    • Development Impact Fees and School Impact Fees may be assessed on new construction, conversions and additions that exceed a certain square footage.

      • For questions and information regarding School Impact Fees please contact your designated school district.

        • Jefferson School District can be reached at (209) 836-3388 
    • Once all fees are paid, plans are approved, and the permit is signed; the approved stamped plans will be emailed to the Contractor or Owner.
      • Plans must be printed to scale, in color and remain at the jobsite along with the signed permit and Inspection Record.
        • At this point, work may begin.
  • PLEASE NOTE: No work can start without the issued permit and “approved stamped plans”. 
  • Tracking the permit:
    • Once the permit number is assigned, the permit can be tracked through the eTRAKiT Online portal.
      • Homeowners will create a Public Account. 
      • Licensed Contractors login under the contractor account.
