Permit Processes - A Step-by-Step Guide for Conducting Development Services Business Online

This brief guide outlines City processes that you may encounter as you obtain approvals for Development Review Permits, Conditional Use Permits, and other discretionary approvals. Our staff is committed to providing you high quality service and complete information. We strive to be engaged in your project and have developed our systems so that permitting is straightforward. Below are a few of the systems that we employ to be able to respond to your needs.


System 1 - Single Point of Contact

A City Planner/Engineer pair is assigned to every project. As you submit your application, you will be provided with a single point of contact, typically a City Planner. This person will be able to answer every question you have related to the status of City reviews of your project. This City Planner/Engineer team is responsible for making sure that you have a clear understanding of how to meet City requirements in order to obtain approval.


System 2 - Permit Tracking Software

The City creates electronic databases for every application that is submitted. The Internet-enabled software system, named eTRAKiT, enables us to maintain accurate status information on your project. System 3 - Development Review Team Meetings

The Development Services Director, and staff from Planning, Engineering, Building, Fire, Economic Development, Public Works, and Utilities convene when needed to review proposed development applications.

The intent of these meetings is to share with each other policies or regulations that may affect permitting or processing and to discuss individual projects to make sure they are on track for successful review through the City process. Issues such as additional engineering analysis, more in-depth environmental review, or revised submittals are discussed in these meetings.

Comments, suggestions, or other input from these meetings are conveyed to the applicants via their single point of contact in the City’s Planning Division.


System 4 - Red Team Meetings

Did something unexpected happen? Some sites within Tracy are very unique in terms of their proximity to available public utilities; some projects may be involved in a site specific environmental study where new information is learned that may affect the project design, or expected processing time frames.

Public hearings can yield feedback and direction that may cause a change in course for your project. Whatever the reason, the Director can assemble a team of decision-makers within a short time period, so that a strategy can be developed to address these issues. Of course, you can attend these meetings as well.
