The City of Tracy offers the following rebates, incentives and assistance to its water utility customers in good standing.

Single Family, Multi-Family, Commercial and Industrial properties:


Water Use Survey Program

This City-wide program is offered free-of-charge to water customers who pay their utility bills to the City of Tracy and their building was constructed prior to 1994. As part of this program, a Water Efficiency Representative will tour your property to identify leaks and offer water and money saving opportunities.

Participants may receive water-saving equipment and information, including low-flow showerheads, faucet aerators and other free items. The Representative will also evaluate your landscape and irrigation systems for water and money saving tips. Since this program emphasizes customer education, it is important that the tenant/occupant be present at the time of the survey.

Ultra Low Flow Toilet (ULFT) Rebate Program

This City-wide program  is offered free of charge to single- or multi- family (up to four units) residents, businesses, public agencies, and industries who pay their utility bills to the City of Tracy. If your building or residence was constructed prior to 1994 and your current toilet(s) is greater than 3 gallons per flush (gpf) then you qualify for this program.

Did you know that toilets account for 27 percent of your indoor water use? Toilets manufactured before 1992 can use between 3.5 to 7 gallons per flush. That's a lot of water! New low-volume flush toilets use only 1.6 gpf while other high efficiency toilets and urinals use 1.28 or less gpf. It gets the job done, but with less water.

Replace your old water-guzzling toilet with a new water efficient model and get up to $125 back. Covered rebate expenses include a 1.28 gpf or 1.6 gpf tank and bowl (must be high-efficiency or WaterSmart labeled), supply line, wax ring, caulking, seat, bolts, bolt cover, tax and professional installation. Metered customers get an extra benefit - by reducing water use you'll save money on your water bill.

The program runs from July 1st to June 30th of each year and is limited on a first come, first serve basis. Once the program funding is exhausted, your voucher request will be carried over to the following year. For more information read the Frequently Asked Questions (FAQs).

Water-efficient irrigation technology can help everyone lower their water consumption, save money, and maintain a healthy and beautiful landscape that reduces pollution, saves water, and cools the environment.

Smart Irrigation Controller Replacement Program

This program is only for those City of Tracy Utilities customers that have residential, commercial, industrial and multi-family properties built before 2015  (water-efficient landscapes and irrigation were required by the City of Tracy after this date) and is designed to have property owners replace their current non-water smart irrigation controller with a new Smart one.  Smart Timers use information about your plants, soil, and weather conditions to give your landscape the right amount of water year-round. They allow for more accurate, customized irrigation by automatically adjusting the schedule and amount of water in response to changing weather conditions.

Lawn and Turf Removal Program

This program is designed to have property owners, remove their existing grass and replace it with organic, drought tolerant landscaping.  NO SYNTHETIC TURF or NON-PERMEABLE HARDSCAPE will be approved for this program.  The program aims to combine turf removal, irrigation modification/upgrade and rainwater retention or filtration to support the reuse or soil absorption of rainwater.  This program is only for those City of Tracy Utility customers that have residential, commercial, industrial and multi-family properties built before 2015  (water-efficient landscapes and irrigation were required by the City of Tracy after this date).
