Water Heater Requirements (Effective January 1, 2010)

A CF-1R-ALT Form must be submitted with all applications to demonstrate compliance with the 2008 California Energy Standards.

Minimum Requirements

Water Heater Type
When water heater equipment will be added or replaced, the applicant shall identify on the CF-1R-ALT Form whether it is gas, propane, or the existing fuel type. An existing electric water heater may be replaced with an electric water heater, but it is not permitted to switch from a gas water heater to an electric water heater.

Water Heater Efficiency
When water heating equipment will be added or replaced, the applicant shall indicate that the water heater efficiency (Energy Factor) identified on the CF-1R-ALT Form meets the minimum water heater efficiency requirements in the 2007 Appliance Efficiency Regulations (see 2007 Table F-4 on the next page).

Minimum Energy Factors for Gas-Fired Storage-Type Water Heaters

  • 40 gallon water heaters = 0.59 (0.67 - (.0019 * 40)
  • 50 gallon water heaters = 0.58 (0.67 - (.0019 * 50)
  • 75 gallon water heaters = 0.53 (0.67 - (.0019 * 75)
  • 100 gallon water heaters = 0.48 (0.67 - (.0019 * 100)

Water Heater Tank Insulation
When a storage water heater with an Energy Factor below 0.58 is identified on the CF-1R¬ALT Form, an external insulation blanket of R-12 or greater is required and specified on the CF-1R-ALT Form, and shall be verified in the field.

Water Piping Insulation
Any newly added or replaced piping shall meet the mandatory insulation requirements of §150(j). Domestic hot water piping with a diameter of 2” or less requires 1” of insulation, and piping larger than 2” requires a minimum of 1.5” of insulation. The pipe insulation requirements apply to all the following altered piping locations:

  • First 5 feet of the hot and cold water lines from the storage tank (non-recirculating systems)
  • Recirculating sections
  • Piping from the heating source to the storage tank (indirect-fired systems)
