Lacy Starling, Code Compliance Analyst
Lacy Starling began working for the City of Tracy Code Enforcement Division as the Code Compliance Analyst in October 2017. Prior to working for the City of Tracy, she worked for Alameda County Code Enforcement for 28 years and is certified through the California Association of Code Enforcement Officers. Lacy has a lot of experience in the Code Enforcement field and is happy to be a part of an awesome team that shares the same passion and goals of keeping the community clean, safe and beautiful.
Bobby Alcantar, Code Enforcement Officer
Bobby Alcantar has worked for the City of Tracy since 1998. Bobby started in the Public Works Department where he worked for 19 years. He started in the Streets Department but after one year, he transferred to the Water Department. He has worked with the Code Enforcement Division since 2017 and is certified through the California Association of Code Enforcement Officers. Aside from being a Code Enforcement Officer for the City of Tracy, he is also a Reserve Police Officer for the City of Newman and he officiates college football and high school basketball. What he enjoys most about Code Enforcement is helping to keep the City of Tracy clean and safe for its citizens.
Shawn Potter, Code Enforcement Officer
Code Enforcement Officer Shawn Potter has been involved in Law Enforcement since 2001. He has worked with numerous companies and agencies in the US and Asia, as well as for the Cal Guard, where he served as a TAC instructor and Non-Commissioned Officer. Shawn is a Code Enforcement officer for the City of Tracy, certified through the California Association of Code Enforcement Officers. Shawn has a knack for investigations and takes to heart the idea of upholding standards. He deeply believes in treating all with dignity and respect. In his spare time, he enjoys music, languages, and martial arts.
Lilia Perez, Code Enforcement Officer
Lilia Perez joined the City of Tracy Code Enforcement Division in 2021. Prior to Code Enforcement, Lilia worked as a Crime Scene Technician for the Tracy Police Department for 14 years. She is dedicated to helping keep the City of Tracy a clean, safe, and enjoyable place to live and work.
David Stowe, Code Enforcement Officer
David Stowe has worked in the City of Tracy Public Works Department for the past 18 years. David looks forward to continuing his work with the residents of Tracy in a new capacity as a Code Enforcement Officer, joining the team in 2021. He cares for the well-being of others and hopes to bring a customer service-like attitude to his new department.
Allison Norton, Parking Enforcement Officer
Allison Norton began her career with the Tracy Police Department in 1997. Allison was born and raised in Tracy and is a mother of two boys. She is a dedicated employee focused on addressing the concerns of the Tracy residents regarding abandoned or illegally parked vehicles.
Joseph Viorge-Koide, Administrative Assistant
Joseph Viorge-Koide joined the City of Tracy, Code Enforcement Division in 2018, as the department’s administrative assistant. He is passionate in serving the needs of the public and providing support to the Code Enforcement team.
